Coinbase CEO Brian Armstrong Says Crypto Is Essential for AI Payments
Key Takeaways
- •Armstrong argues that crypto can serve as a payment layer for AI agents that need to transact without bank approval.
- •Coinbase’s x402 protocol uses the HTTP 402 status code to automate payments for websites, applications, and software agents.
- •x402 has processed more than 100 million machine-to-machine transactions, with recent 30-day payment volume reaching $24.24 million.
- •More than 90% of on-chain agentic stablecoin payments occur on Base, with USDC used as a stable payment asset.
- •Coinbase for Agents gives developers tools to let AI systems trade, spend, and manage funds within predefined controls.

Coinbase CEO Brian Armstrong says artificial intelligence will create a new market for crypto-based payments, arguing that autonomous software needs money that can move instantly without bank approval. Coinbase has begun building tools that allow AI agents to hold wallets, purchase services, and complete payments. Armstrong refers to this model as agentic finance and sees it becoming part of the broader digital economy.

AI Agents Cannot Use Traditional Bank Accounts
Traditional banks require account holders to provide identification, pass compliance checks, and directly control their accounts. AI agents cannot complete those steps because they exist as software. They do not have passports, legal identities, or the ability to sign standard banking documents.
Crypto wallets address part of that limitation by allowing software to send and receive digital assets. Developers can program an agent to pay for data, computing power, storage, or access to an online service. The agent can complete those payments without waiting for a bank transfer or manual approval.
The same structure also supports small payments that traditional banking systems often handle inefficiently. An AI agent may need to pay only a few cents for a single data request. Crypto networks can process that payment through code and settle it within seconds.
x402 Supports Machine-to-Machine Payments
Coinbase launched the x402 payment protocol in May 2025. The system uses the HTTP 402 “Payment Required” status code, which had remained unused for years. x402 turns that code into a payment tool for websites, applications, and automated software.
When an AI agent reaches paid content or requests an API service, x402 can process the charge automatically. The protocol mainly uses USDC on Base, Coinbase’s Layer 2 network. That design gives agents access to a stable payment asset while keeping transaction costs low.
x402 has processed more than 100 million machine-to-machine transactions in about nine months. Its 30-day payment volume recently reached $24.24 million. In May 2026, the protocol handled 3.1 million transactions worth around $1.2 million.
Base and USDC Gain a New Use Case
Base has become a central part of Coinbase’s agentic finance strategy. More than 90% of on-chain agentic stablecoin payments already take place on the network. Base offers lower fees and faster settlement than many larger blockchain networks.
USDC gives AI agents a stable unit for pricing and budgeting. An agent can calculate the cost of a service without dealing with large price swings. It can also follow spending limits that developers set before deployment.
The activity gives Base another source of network demand beyond trading. It also strengthens USDC’s role in automated commerce. However, x402 still processes a small amount compared with global card and banking networks, showing that the use case remains early despite rapid transaction growth.
Coinbase Expands Tools for Autonomous Software
Coinbase launched Coinbase for Agents in June 2026. The product gives developers tools that allow AI systems to trade, spend, and manage funds within predefined rules. Companies can limit how much an agent spends and control which services it can access, which is important for businesses that need policy controls before allowing software to move money on their behalf.
The x402 Foundation also operates under the Linux Foundation. Coinbase, Cloudflare, and Stripe support the project, bringing blockchain, internet infrastructure, and payments industry experience to the protocol.
Armstrong says AI and crypto are not competing for the same future. He views crypto as the payment layer that allows AI agents to participate in online markets. Those agents could pay cloud bills, buy data, manage portfolios, and fund their own operations.
The next stage will depend on broader business use. Developers and investors will monitor transaction growth, new integrations, and enterprise adoption. They will also watch whether x402 expands beyond Base and USDC.
Armstrong has linked this growth to clear US crypto rules. He warned that Coinbase may move some activity abroad if lawmakers fail to pass lasting legislation.
