WLFI Trust Charter Advances; Optimism Moves 546.9M OP From Airdrops to Strategic Fund
Key Takeaways

- •The GENIUS Act created the first federal U.S. regulatory framework for payment stablecoins, including reserve, redemption, and disclosure requirements.
- •Optimism governance approved moving 546.9 million OP tokens, worth about $49 million, into a Strategic Ecosystem Fund and said no further airdrops are expected.
- •Linera said it will introduce its LNRA token through Sonar and Coinbase and is targeting a mainnet launch in the fourth quarter of 2026.
- •GnosisDAO passed GIP-153 to transition Gnosis Chain into an Ethereum Economic Zone rollup that aims to be ready by December 2026.

Crypto governance and underlying infrastructure experienced a week packed with strategic moves, as World Liberty Financial (WLFI), Optimism, Linera, and Gnosis Chain advanced bold initiatives to reshape the balance of trust, tokenomics, and scalability for developers, institutions, and tokenholders.
WLFI Moves One Step Closer to Federally Recognized Trust Status
WLTC Holdings, a subsidiary of World Liberty Financial (WLFI), was conditionally accepted by the U.S. Office of the Comptroller of the Currency (OCC) for World Liberty Trust Company, a national trust bank that would be capable of issuing the USD1 stablecoin and providing for its safekeeping. Conditional acceptance is the OCC's standard preliminary step in chartering: the applicant must satisfy defined conditions before the charter becomes final and the institution can open. For WLFI — the crypto venture backed by the Trump family, which launched its dollar-pegged USD1 token in 2025 — a federal trust charter would bring issuance and custody under national banking supervision rather than a patchwork of state regimes.
USD1's issuance path contrasts with that of entities such as BitGo, as the federal infrastructure established under the terms of the GENIUS Act system is geared toward exchanges, market makers, and investment firms. The GENIUS Act, signed into law in July 2025, created the first federal regulatory framework for payment stablecoins, setting reserve, redemption, and disclosure requirements for qualifying issuers.
From Airdrops to Enterprise
Optimism governance has decided to shift 546.9 million OP tokens — valued at approximately $49 million, or 12.7% of the total token supply — away from user airdrops and into a Strategic Ecosystem Fund.
546.9M $OP just got redirected away from future airdrops. A move like this changes the incentive structure pretty significantly. @Optimism governance approved moving those tokens into a Strategic Ecosystem Fund focused on partnerships, liquidity, incentives and institutional… pic.twitter.com/GYfq85Cvml

After the Optimism Collective distributed 269.1 million OP across five rounds of airdrops, it stated that no further airdrops are expected. The Strategic Ecosystem Fund will support OP Stack partnerships and OP Enterprise adoption, particularly in the fintech and payments sectors. The OP Stack is the open-source technology that powers Optimism's own network and other chains in its Superchain, including Coinbase's Base — an existing example of the kind of enterprise partnership the fund is designed to deepen.
Some representatives, however, pointed to the risk of governance centralization after core team Test in Prod cast an 8.49 million OP vote just in time for the proposal's passage at 62%. Core-team token voting has drawn similar scrutiny across major DAOs, keeping the tension between execution speed and decentralized governance firmly on the agenda.
Linera and Gnosis Signal Next Phase
Linera, a company funded by a16z crypto with $12 million, announced its upcoming LNRA token via Sonar and Coinbase, aiming to release a mainnet in Q4 2026. The company continues to roll out its microchain solution for real-time gaming, payments, and AI beyond testnet. Linera was founded by Mathieu Baudet, a former engineer at Meta's Novi research group who co-authored the FastPay research on which the microchain design builds; the architecture gives applications their own parallel chains to avoid shared-network congestion.
Meanwhile, GnosisDAO passed GIP-153, with the vote requiring a quorum of 123,158 GNO, approving the transition of Gnosis Chain to an Ethereum Economic Zone rollup that settles on Ethereum. Gnosis Chain began as xDai Chain and was folded into the Gnosis ecosystem through a 2021 merger; the network currently secures itself with its own proof-of-stake validator set, and the approved move would reposition the chain as a rollup whose settlement anchors to Ethereum. The transition aims to be ready by December 2026, with staked GNO set to be released after stakers lock 350,000 GNO.
