A leaked report commissioned by the UK's national grid system warns that the country's push toward net zero could result in higher electricity bills and an increased risk of blackouts.
The report, produced by energy consultancy Cornwall Insight for the National Energy System Operator (Neso) and shared with The Times by a whistleblower, found that Neso is unable to accurately map the modern power system as the government accelerates its green energy agenda. Neso, which began operating as a government-owned body in October 2024 after being separated from National Grid, is responsible for balancing Britain's electricity supply and demand in real time — a task that has grown more complex as the UK pursues a target of clean power by 2030 under its legally binding commitment to reach net zero emissions by 2050.
The whistleblower cautioned that Neso — a government-owned entity — is "flying blind, every minute of every day" in its capacity to monitor energy supply and demand.
"We are risking a total blackout," the source said.
According to the report, inaccurate energy forecasts are driving up costs for consumers and reducing Neso's ability to prevent blackouts. The issue reflects a broader industry challenge: as generation shifts from large centralized power plants connected directly to the transmission network toward smaller distributed sources connected to local distribution networks, operators lose real-time visibility of how much electricity is flowing at any given moment.
Extreme Temperatures Straining Power Supplies
The report was finalized just weeks before the UK's June heatwave. Neso has since warned that "extreme temperatures" could disrupt power supplies as households' use of fans and air conditioners places record strain on the grid.
An overnight notice issued by Neso on 9 July called on energy companies to generate additional power to meet demand during the heatwave. It marked the operator's second such warning within a month, following a similar appeal during June's heatwave, when temperatures reached a record high of 37.7C.
The developments follow calls earlier this month from two of the UK's leading energy industry bodies urging new prime minister Andy Burnham to cut green levies on business energy bills, warning that failure to do so could jeopardize economic growth.
