Texmaco Rail and Engineering Ltd. is exploring a joint venture in India with Germany's BVV, a leading European manufacturer of railway components, according to a report published by CNBC-TV18 on August 27, 2026.

Under the proposed partnership, the two companies would explore the local manufacturing of railway wheels, wheelsets and axles. The products would serve both Indian Railways and global customers. Under the arrangement being considered, BVV would contribute its technology and manufacturing expertise, while Texmaco would handle localisation of production in India.

Texmaco Rail and Engineering, based in Kolkata, is one of India's prominent manufacturers of railway rolling stock and heavy engineering equipment, supplying freight cars, coaches and components to Indian Railways and export markets. BVV, headquartered in Germany, is a long-established producer of wheels, wheelsets and axles for the global rail industry.

The proposed venture comes as India continues to push for greater domestic production of critical railway components under its "Make in India" initiative, which encourages foreign manufacturers to partner with local companies to build in-country manufacturing capability. Wheels and axles are among the components Indian Railways has historically sourced significantly through imports, and domestic capacity in this segment has been a stated priority area as the railway expands and renews its fleet.

A locally based wheelset and axle manufacturing operation of the kind under discussion would also be positioned to serve export demand, aligning with the stated intent of the proposed venture to supply global customers in addition to Indian Railways. The report describes the arrangement as exploratory at this stage; whether the joint venture proceeds, and on what terms, remains to be determined.
