Senate Banking Committee Chair Tim Scott (R-SC) confirmed that the chamber will hold a vote on the Digital Asset Market Clarity (CLARITY) Act before lawmakers depart for the August recess, leaving a narrow window of just days for action on the cryptocurrency legislation.

The CLARITY Act is part of a broader push in Congress to establish a comprehensive federal regulatory framework for digital assets, an area where US crypto firms have long operated amid uncertainty over which agency — the Securities and Exchange Commission or the Commodity Futures Trading Commission — has jurisdiction over various tokens and trading activities.

Speaking in a Thursday interview with Fox Business, Scott said the Senate "should have the first vote" on the CLARITY Act ahead of the scheduled state work periods this week. He noted that Senate Majority Leader John Thune — who holds the authority to set the legislative agenda and schedule floor votes — still had time to announce a cloture vote on the bill in the coming days.

"The good news is we have the time to get it done," Scott said.

Scott's remarks echoed statements from Senator Cynthia Lummis, who on Wednesday pressed the Senate to take up the CLARITY Act before the chamber's August recess. Should Republican leadership schedule a vote, the legislation would require support from at least 60 senators to clear the Senate and advance through Congress.

Several issues remained under discussion as of Thursday. A number of Democrats have raised concerns regarding US President Donald Trump's cryptocurrency investments, while banking industry leaders have called for the bill to incorporate licensing requirements and restrictions for crypto firms handling stablecoins.

If lawmakers can reach consensus on potential amendments addressing these provisions — and on managing the Senate's pre-recess agenda — there may still be sufficient time to bring the bill to a floor vote.
