Tropical Cyclone Noul, locally known as Kiyapo, has weakened into a low-pressure area after causing widespread flooding in Mindanao, but the southwest monsoon is still forecast to bring rain and thunderstorms over Luzon, the state weather bureau said on Monday.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 10:00 a.m. tropical cyclone formation outlook that the remnants of Noul were last located 1,135 kilometers northwest of Extreme Northern Luzon, outside the Philippine Area of Responsibility (PAR), the zone where PAGASA monitors tropical cyclones for Philippine weather advisories.

“(It) is unlikely to redevelop into a tropical depression within the next 24 hours,” PAGASA said.

Although no tropical cyclone is currently inside PAR, PAGASA said in its 4:00 a.m. weather forecast that the southwest monsoon, locally known as habagat, is still expected to bring scattered rains and thunderstorms across Luzon within the next 24 hours.

Areas expected to be affected include Metro Manila, the Ilocos Region, Cagayan Valley, the Cordillera Administrative Region (CAR), MIMAROPA, Zambales, Bataan, Bulacan, Cavite, Laguna, and Batangas.

PAGASA warned that moderate to occasionally heavy rains could trigger flash floods and landslides in affected areas, especially in flood-prone or mountainous communities.

The rest of Luzon is forecast to experience isolated rain showers and thunderstorms due to the southwest monsoon, with flash floods or landslides also possible during severe thunderstorms.

For the rest of the country, PAGASA said localized thunderstorms are expected. — Edg Adrian A. Eva
