OKX-ICE Files With SEC to Launch U.S. Tokenized Stock Trading Venue

OKX has filed with the U.S. Securities and Exchange Commission (SEC) to launch a U.S. platform for Tokenized Stocks, Bloomberg reported. The proposed venue would be operated by OKXICE LLC, a 50-50 joint venture between OKX and Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange (NYSE).

The filing represents a significant step toward a regulated venue for blockchain-based equity trading. According to an Oct. 4 public notice, the platform would initially offer tokenized versions of shares in 63 U.S.-listed companies. The list includes Nvidia, Apple, Microsoft and Tesla, along with crypto-focused companies such as Strategy, Coinbase, Circle and BitGo.

The companies whose shares appear on the initial list would have 30 days to object before their stocks could become available through the venue.

OKX Plans 63 Tokenized Stock Listings

OKXICE plans to provide trading around the clock throughout the week, a schedule that departs from the fixed weekday sessions of traditional exchanges. The venue would use permissioned Uniswap v4 liquidity pools built on OKX’s X Layer. The tokenized stocks would be paired with USDC, Global Dollar (USDG) or USDT, providing eligible participants with a blockchain-based method of accessing selected U.S. equities.

In an announcement on X, Andrew Cuomo said:

Today we are announcing a major step forward for OKXICE, the joint venture between @okx and Intercontinental Exchange, parent company of @NYSE : OKXICE has notified the SEC that we intend to launch our Tokenized Securities Venue (TSV) under the SEC’s new Innovation Exemption.… — Andrew Cuomo (@andrewcuomo) October 5, 2026

The application builds on OKX’s earlier work with tokenized securities. In July 2026, the exchange launched Unified Tokenized Stocks, described as xStocks-powered products, covering more than 40 U.S. equities and exchange-traded funds. By September, the number of instruments had increased to 70 with the help of the company’s Money app.

Those existing products are available to eligible users outside the United States and can be traded 24 hours a day. The tokens are backed 1:1 by underlying shares held by third-party issuers, while OKX acts as distributor rather than the issuer. Settlement takes place on Solana and X Layer. The new filing would mark a shift in footprint: rather than serving only users outside the country, the proposed OKXICE venue would offer tokenized U.S. equities to eligible participants inside the United States under an SEC exemption.

SEC Establishes Regulatory Path for Tokenized Stocks

The proposed U.S. venue follows a regulatory development at the SEC. On Sept. 17, the agency approved temporary and conditional exemptive relief for Tokenized Securities Venues. The relief allows eligible platforms to conduct on-chain trading in certain National Market System stocks through automated market makers and liquidity pools.

The SEC’s framework includes several conditions. Platforms must ensure that tokenized shares provide owners with the same rights and privileges as traditional shares. The requirement preserves the shareholder rights associated with the underlying securities even when those securities are represented on a blockchain.

The framework also requires venues to notify issuers and provide them with an opportunity to object when an outside party tokenizes an underlying stock. Smart contracts must be publicly accessible and verifiable. In addition, a venue must suspend trading in a tokenized stock if trading in the underlying security is suspended. Taken together, the conditions are intended to keep on-chain trading aligned with the safeguards that apply in conventional equity markets.

The SEC’s announcement is available at

The exemption is temporary and conditional rather than permanent authorization for unrestricted tokenized-stock markets. The SEC imposed limitations related to the number of stock symbols and trading volume and requested public comments on potential future changes. The exemptions will expire five years after the order is issued, after which the agency will review how the framework has operated and whether additional steps are needed to support on-chain securities markets.

OKX-ICE Partnership Expands On-Chain Finance

The proposed platform also reflects the broader relationship between OKX and ICE. The companies established OKXICE as a 50-50 joint venture to develop infrastructure for tokenized financial products, combining OKX’s digital-asset expertise with ICE’s experience in traditional financial markets.

Tokenization places shares on blockchain infrastructure, allowing the securities to connect with digital settlement and liquidity systems rather than relying exclusively on traditional market infrastructure. The proposed venue therefore provides a test of how blockchain-based trading can operate within U.S. securities regulations while maintaining the rights associated with conventional shares.

OKXICE must complete the required issuer-notification process and satisfy the remaining conditions of the SEC framework before it can begin operating under the exemption. The 30-day objection period gives the companies included on the initial list an opportunity to raise concerns about the tokenization of their shares.

The filing could provide regulators and financial firms with an early case study involving shareholder rights, liquidity and other securities-law issues. The outcome will depend on whether OKXICE can meet the SEC’s temporary requirements and address any objections raised by issuers.
