ModernRails Names Raghu Sastry Chief Technology Officer to Drive Global Payments Infrastructure Strategy

ModernRails has appointed Raghu Sastry as Chief Technology Officer, a move the company says reinforces its commitment to building a unified global payments operating system that integrates messaging, clearing, and settlement into a single, real-time infrastructure layer.

Sastry brings more than two decades of technical leadership spanning semiconductors, enterprise infrastructure, mobile platforms, and financial technology. In the CTO role, he will direct ModernRails' technology strategy, platform architecture, and product innovation, with a mandate to scale the company's orchestration capabilities across domestic and cross-border payment rails.

"Raghu operates at the intersection of performance engineering and financial infrastructure," said David Park, CEO of ModernRails. "We are not building another payments application—we are building the control layer for how money moves globally. Raghu's experience designing high-performance systems at scale is exactly what is required to execute on that vision."

Before joining ModernRails, Sastry worked with FinTech Automation to build its infrastructure platform. He previously held senior engineering and leadership positions at Agilent Technologies, PMC-Sierra, Junowallet, and Zeuss Technologies, where he led the development of scalable, production-grade systems spanning hardware and software stacks. His technical background covers VLSI design, distributed systems, server and storage architecture, mobile application frameworks, and payments and compliance infrastructure for regulated financial institutions.

At ModernRails, Sastry will focus on advancing the company's ISO 20022-native architecture, enabling rich data interoperability across payment systems, and driving real-time orchestration across key global rails, including domestic real-time payment networks and cross-border settlement frameworks. ISO 20022 is the international financial messaging standard that major clearing and settlement systems worldwide have been adopting in recent years; its structured format lets payment messages carry detailed, machine-readable data, a shift that has made cross-system interoperability a priority for banks and payment providers modernizing their infrastructure. His leadership will be central to integrating messaging and clearing into a unified execution layer—eliminating fragmentation and enabling deterministic, auditable transaction flows.

"Global payments are still constrained by fragmented systems and asynchronous processes," said Sastry. "ModernRails is solving that at the infrastructure level—bringing together messaging, clearing, and settlement into a cohesive, real-time platform. The opportunity is to redefine how financial institutions operate at scale, with-driven orchestration and embedded intelligence at the core."

Sastry holds a Ph.D. in Computer Science from the University of South Florida. He is named on nine U.S. patents and has authored more than 20 research publications, reflecting a career grounded in both theoretical rigor and applied engineering.

ModernRails operates as a third-party service provider to the Federal Reserve and serves as a payment orchestration hub connecting financial institutions to domestic and international payment rails. The platform supports real-time and near real-time processing, integrated compliance controls, FX enablement, and stablecoin interoperability, positioning ModernRails as a next-generation infrastructure layer for global finance. That positioning sits within a broader industry landscape in which domestic instant payment networks such as the Federal Reserve's FedNow Service, launched in 2023, and The Clearing House's RTP network operate alongside international efforts coordinated under the G20 roadmap for enhancing cross-border payments, which aims to make international payments faster, cheaper, and more transparent. Because orchestration providers sit between financial institutions and this expanding set of rails, decisions about messaging standards and real-time architecture shape how readily connected institutions can reach new networks.
