Megawide Construction Corp. is awaiting the next move from the Government Service Insurance System (GSIS), the state-run pension fund for government workers, on its unsolicited proposal to develop and operate an integrated transport terminal in Quezon City.
“For our [Quezon City] terminal, we are still waiting for the next move of the GSIS,” Megawide Chairman, President and Chief Executive Officer Edgar B. Saavedra told reporters on the sidelines of an event last week.
Through subsidiary Megawide Terminals, Inc., the company submitted the P3.5-billion unsolicited proposal for the Quezon City Integrated Terminal Exchange. The project is structured under a hybrid build-operate-transfer and build-transfer-lease contractual arrangement. Unsolicited proposals of this kind are initiated by the private sector rather than government, and they move ahead once the receiving agency deems the submission complete and shifts into detailed evaluation and negotiations — the stage this project has now entered.
The Public-Private Partnership (PPP) Center, which coordinates the country’s PPP program and endorsed the proposal to the GSIS as the project’s implementing agency, currently lists the undertaking as under negotiation. According to the PPP Center, the proposal has been deemed complete and the GSIS is proceeding with its detailed evaluation. Negotiations between the GSIS and Megawide have likewise begun.
“GSIS provided the Notice to Commence Negotiations through a letter on Sept. 18, 2026 and proposes a meeting on Sept. 23, 2026 which shall be considered the Commencement Date for the negotiation,” the PPP Center said. That proposed meeting marks the project’s next concrete checkpoint, with the terms of the hybrid arrangement now to be worked out between GSIS and Megawide.
