Operating as a Tier 5 Mobile Virtual Network Operator (MVNO), Lebara Nigeria has adopted a digital-first, asset-light model focused on serving specialised consumer segments while addressing persistent challenges such as high data costs and limited service accessibility. The Tier 5 designation represents the highest tier under the MVNO licensing framework introduced by the Nigerian Communications Commission (NCC) in 2023, permitting operators to provide value-added services beyond traditional voice and data, including digital financial services—a regulatory foundation that makes partnerships like this strategically significant. Through the integration of Payaza's payment infrastructure, the operator will streamline everyday digital transactions across its expanding service portfolio.
