The European Commission (EC) has launched a tender process to build up to seven AI gigafactories across Europe, committing $11.5 billion in public funding to strengthen the continent's sovereign AI infrastructure and narrow the gap with U.S. and Chinese competitors.

Unveiled by the EC this week, the initiative aims to expand Europe's access to the computing power required to train, fine-tune, and deploy advanced AI models, while reducing the region's dependence on infrastructure located outside its borders. The move comes as the vast majority of frontier AI models continue to be developed and trained on compute infrastructure concentrated in the United States and China, leaving European researchers and companies reliant on external capacity for the most resource-intensive workloads.

The commission originally intended to support five gigafactories — industrial-scale facilities for AI compute, EV batteries, and electric vehicles — but raised the number to seven after receiving strong interest from EU member states.
