Binance to Restrict 8 Services and Delist 22 Tokens in Brazil Under New Central Bank Rules
Key Takeaways
- •Binance will bar Brazilian residents from opening new positions in eight services—Binance Loans, Binance Pool, Cloud Mining, margin trading, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0—starting October 27, 2026.
- •Trading in 22 tokens, including XVG, USTC, DCR, MANTRA, GMT and STORJ, will end for Brazilian residents on October 27, although holders can retain their balances, withdraw the tokens or reinvest in supported products.
- •Eligible Brazilian customers will be transferred by October 29 to Binance's local entities, including Binance Brasil Corretora de Câmbio e Valores Mobiliários SA, formerly Sim;paul, which will process real-denominated transactions and regulatory reporting.
- •The restructuring responds to Central Bank of Brazil Resolutions 519, 520 and 521, which establish licensing, customer protection, anti-money-laundering and international transaction requirements for virtual asset providers.
- •From November 1, Brazilian customers must provide transaction purposes and counterparty details for certain international crypto transfers, and starting October 29 local transactions fall under domestic tax treatment with a R$35,000 monthly exemption and progressive rates of 15% to 22.5% above that threshold.

Binance will restrict eight cryptocurrency services and remove 22 tokens from trading in Brazil starting October 27, 2026, as the exchange restructures its local operations to comply with new central bank regulations.
The company announced the changes on October 8, confirming that Brazilian users will lose access to selected lending, mining, margin trading and token reward services. A separate October 29 deadline has been set to transfer eligible customers to Binance's Brazilian operating entities, which will handle local transactions and regulatory reporting.
The restrictions apply to products currently offered through the exchange's international operations. Customers holding affected assets will keep access to their balances, although Binance will prevent them from opening new positions in restricted products.
Eight services to stop accepting new positions
Beginning October 27, Brazilian residents will no longer be able to access Binance Loans, Binance Pool, Cloud Mining, margin trading, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0. According to the exchange, affected services will stop accepting new positions, with existing holdings subject to different closure arrangements.
Binance Brasil addressed the transition in a post on X:

Customers with outstanding loans contracted through Binance's Abu Dhabi entity will move to a repayment-only arrangement. Borrowers can settle their positions without penalties, and any remaining balances after settlement will be returned to their Spot wallets.
Margin traders may keep existing positions open, as Binance has not established a mandatory closure deadline. From October 27, however, customers will no longer be permitted to place new margin orders, transfer additional funds into margin accounts or obtain further loans.
22 tokens delisted for Brazilian residents
The exchange has separately identified 22 tokens that will no longer be available for trading by Brazilian residents: XVG, USDE, USTC, DCR, DUSK, PIVX, BB, MANTRA, ONE, GMT, TFUEL, ZIL, ONT, RVN, ACX, HIT, PYR, VANRY, VIC, ICX, SCRT and STORJ.
Trading in the affected assets remains available until October 27. Customers who continue holding them after the deadline can retain their balances, withdraw the tokens or reinvest in supported products. Existing restrictions on bStocks will remain in place, and Binance has not announced a date for restoring access to the delisted tokens or the eight restricted services.
Brazilian accounts to move under local entities
Under the new arrangements, Binance plans to move eligible customers to BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais Ltda., the group company responsible for permitted cryptocurrency services in Brazil.
By October 29, residents will receive individual payment accounts through Binance Brasil Corretora de Câmbio e Valores Mobiliários SA, formerly known as Sim;paul. The brokerage will process transactions in Brazilian reais, while the separate virtual asset provider will handle regulated cryptocurrency activities.
Binance obtained approval to acquire Sim;paul in December 2024, giving the exchange access to an existing local financial institution authorized by Brazil's central bank.
Customers will not need to complete identity verification again unless their registration information is outdated. Transaction history, account statements and existing cryptocurrency deposit addresses will remain available after the migration.
According to Binance, virtual asset custody will continue through Nest Clearing and Custody Ltd., an entity regulated by Abu Dhabi's Financial Services Regulatory Authority. The exchange maintains that customer assets will remain protected throughout the transfer.
Brazilian residents who decline the migration must withdraw their assets and close their Binance accounts before October 27. Customers whose verified residence is outside Brazil will remain on the international platform.
New Brazil crypto rules reshape market access
The account migration follows Brazil's tighter licensing requirements for crypto exchanges, which require virtual asset providers to obtain authorization and comply with local operating standards. The Central Bank of Brazil established the framework through Resolutions 519, 520 and 521 in 2025, covering licensing, customer protection, money laundering controls and international transactions involving virtual assets.
In September, the regulator revised parts of Resolution 520 through Resolution 589. The amendments took effect on October 1, with some reporting provisions scheduled for January 2027.
Futures trading will follow a separate arrangement from the services restricted on October 27. Binance states that it cannot offer cryptocurrency derivatives directly to Brazilian residents under the country's securities regulations. Eligible customers may independently access futures through a separate international account operated by Binance's Abu Dhabi entity.
Existing futures positions that are not moved to the international account will enter reduce-only mode, allowing customers to close or reduce positions without opening new ones. Other restricted services will not transfer to the international account.
The derivatives arrangement follows earlier regulatory scrutiny in Brazil, where Binance agreed to a $1.7 million settlement with the country's securities regulator in 2024 over unauthorized derivatives offerings.
Payment and reporting changes arrive in November
Alongside the October account migration, Binance will introduce new checks on cryptocurrency transfers involving overseas parties from November 1. Under the international crypto transfer requirements, Brazilian customers must provide the purpose of certain transactions and identify the individuals or businesses sending or receiving the assets.
Withdrawals requiring this information cannot proceed until users complete the necessary details. Incoming deposits may remain pending while the exchange collects the required information.
The procedures fall under Resolution 521, which governs certain cryptocurrency transactions within Brazil's foreign exchange reporting system. Binance will submit relevant transaction information to the central bank through monthly reports.
Customers will continue using Pix for supported Brazilian real deposits and withdrawals between accounts belonging to the same person. Binance plans to introduce payments involving third parties through an expanded Pix service, although it has not provided a launch date.
The exchange will also require customers to complete a four-question risk assessment under Resolution 520. Users will have 30 days after receiving the notification to submit their responses, with new trading restricted if the assessment is not completed within that period.
Tax treatment shifts for local transactions
Brazilian tax reporting will change following the migration. Binance says crypto transactions conducted through its local entity will fall under domestic investment tax treatment starting October 29. Under the treatment described in the company's announcement, monthly virtual asset sales totaling R$35,000 or less qualify for a capital gains exemption, while gains above that threshold face progressive rates ranging from 15% to 22.5%.
International investments held through the foreign Binance entity will remain subject to separate tax rules, including a 15% annual rate on applicable gains without the domestic R$35,000 exemption.
For regulatory reporting, the local virtual asset provider will submit transaction information to Brazil's Federal Revenue Service under the DeCripto framework. Binance says the Abu Dhabi entity will begin reporting under the Crypto-Asset Reporting Framework to authorities in the United Arab Emirates in 2027.
