Coinbase shares could rise if the Clarity Act is passed in the United States, according to analyst Crypto Rover, who said clearer regulation could remove one of the crypto exchange’s largest barriers to growth. Crypto Rover made the comments in an X post: https://x.com/cryptorover/status/2080960852627185903
Coinbase trades on the Nasdaq under the ticker COIN and is led by co-founder and CEO Brian Armstrong, who has been a vocal supporter of clearer crypto legislation in the United States.
How the Clarity Act Could Affect Coinbase
Crypto Rover said regulatory uncertainty has constrained Coinbase for years by limiting token listings, discouraging institutional investors and increasing compliance costs.
The Clarity Act could address those issues by defining the roles of the SEC and the CFTC and clarifying how digital assets and trading platforms are regulated in the U.S. That distinction matters because the SEC and CFTC oversee different parts of financial markets, and crypto companies have long sought clearer rules on when a digital asset is treated as a security, a commodity or another type of regulated product. A clearer framework could reduce the risk that tokens listed by Coinbase are later treated by regulators as unregistered securities.
Clearer asset classifications could allow Coinbase to list more tokens with less legal uncertainty. Additional listings could increase trading activity and revenue on the exchange.
The bill could also encourage more institutional participation. Banks, asset managers and corporations have remained cautious because of unclear rules, while Coinbase is positioned to serve institutional demand through its regulated exchange and related services. For large financial firms, legal clarity can affect internal risk approvals, custody decisions and the ability to offer crypto products to clients.
Crypto Rover also argued that investors continue to view Coinbase mainly as a proxy for trading volume, even though the company has expanded beyond spot trading into custody, staking, derivatives, payments, stablecoins and the Base network. That broader mix is important because trading fees can fluctuate with market activity, while services such as custody and stablecoin-related revenue can provide different sources of income.
USDC and Recurring Revenue
Crypto Rover identified USDC as another important growth driver for Coinbase. The company earns revenue through its relationship with Circle, the issuer of USDC, and broader stablecoin adoption could provide Coinbase with a larger source of recurring income outside trading fees.
However, he said the final version of the legislation would need to preserve a profitable model for both Coinbase and USDC. Coinbase has previously opposed provisions that could weaken stablecoin rewards. Any effect on Coinbase would depend not only on passage of the bill, but also on the final text and how regulators implement the rules.
Broader Significance of the Bill
Journalist Laura Shin said the Clarity Act also matters from a geopolitical perspective. She argued that leadership in finance and technology is an important part of maintaining U.S. influence.
Christopher Perkins also highlighted an unusual provision tied to the Rewards for Justice program, which offers rewards for information leading to the capture of criminals. He compared the concept to “neo-privateering,” a modern version of the historical practice in which governments authorized private actors to act against enemies.
For Coinbase investors, the central question is whether the final bill expands token listings, encourages institutional participation and protects stablecoin economics. If those conditions are met, the legislation could strengthen the company’s long-term growth outlook.
