Democratic lawmakers continue to oppose the revised legislation, largely because of concerns over its ethics provisions. The bill could provide greater regulatory clarity for the cryptocurrency industry if enacted by defining how digital assets are overseen in U.S. markets, but one analyst says several major crypto assets may still be positioned to perform well over the next two to four years even if the measure does not become law.

That distinction matters because many large crypto networks already depend on global users, institutional integrations, developer activity, or non-U.S. business lines rather than a single legislative outcome in Washington. The analyst’s view is not that regulation is irrelevant, but that some projects have existing demand drivers that could remain in place even if U.S. market-structure reform stalls.

1. Ethereum (ETH)

Ethereum is expected to benefit significantly whether or not the CLARITY Act passes.

Major financial institutions, including BlackRock, Fidelity, and JPMorgan, are building tokenized money market funds on Ethereum. The network also retains a strong competitive advantage through its network effects, liquidity, and mature developer ecosystem.
