中国のSinopecは、精製能力で世界最大の精製会社であり、中東での継続的な海上輸送制約の中で確実なカーゴ到着を確保しようとして、第3四半期の受け渡しに向けてロシア極東産原油の購入を大幅に増やした。中東では紛争がホルムズ海峡を通るタンカー輸送を混乱させており、この海峡は世界の石油消費のおよそ5分の1を運ぶ要衝となっている。

国営の同社は、ロシア産のEastern Siberia-Pacific Ocean（ESPO）原油を30〜40カーゴ、日量約241,000〜320,000バレル（bpd）相当確保しており、7月から9月の引き渡しが予定されている。これは、取引関係者と船舶追跡データの分析者がReutersに語った。

ロシア極東のコズミノ港から積み出されるESPOブレンドは、中国東海岸の製油所まで到着するのに約1週間しかかからない。また、西アフリカやブラジルの同等グレードよりも安く、もちろん中国への到着も速い。

船舶追跡会社Vortexaで中国担当主任アナリストを務めるEmma Li氏はReutersに対し、「広範な輸入増ではなく、需要は、より確実に届き、運賃も低い原油、主に国内在庫とロシア極東からの短距離輸送カーゴへと移っている」と述べた。

中国は、中東紛争の影響で国内供給を守るために製油所の稼働率を引き下げ、当局が燃料輸出を制限したことから、全体の原油輸入を削減してきた。輸入は6月に10年ぶりの低水準となった。

中国はその後、いくつかの燃料輸出制限を緩和しており、これにより原油輸入が反発する可能性がある。しかし、Sinopecは中東産原油よりも供給の確実性を重視し続けている。

SinopecのESPO購入には、制裁対象となったロシアの事業体は関与していない。供給の信頼性、低価格、短い輸送時間はいずれも、9月までSinopecの精製業務においてロシア極東産原油の魅力を高める要因となっている。

Sinopecや他の中国の主要国有精製会社は、米国がRosneftとLukoilを制裁した2025年10月にロシア産原油の購入を停止していた。しかし、中国の精製大手は、イラン戦争によって中東の石油供給が湾岸に閉じ込められ、米国がロシア産原油販売への制裁を免除したことを受け、今年3月にロシア産の購入を再開した。

サウジアラビアや他の主要中東産油国からの供給が、現在の紛争で危険にさらされているため、Sinopecは再びロシア産原油への依存を強めている。
