Wheat prices have risen nearly 25% above their January 2026 levels, reaching their highest point in two years, according to analysis from the International Food Policy Research Institute (IFPRI). Wheat is a dietary staple for roughly 2.5 billion people worldwide, and sustained price increases have historically placed fiscal strain on food-importing nations, particularly across the Middle East, North Africa, and South Asia.
The current price surge follows a multi-year decline that began after wheat prices peaked in early 2022 in the wake of Russia's invasion of Ukraine. Earlier this year, U.S.-Israeli military strikes on Iran and the subsequent closure of the Strait of Hormuz sent energy and fertilizer prices sharply higher. However, the impact on grain prices was initially limited—grain exports remained largely unaffected, and fertilizer-related effects on grain production were not expected to materialize for several months.
Black Sea Shipping Disruptions
In recent weeks, Russian missile attacks on the port of Odesa have disrupted Ukraine's grain exports. Simultaneously, Ukrainian drone strikes on vessels in the Sea of Azov have effectively halted shipments through the Kerch Strait, while attacks on the Russian ports of Novorossiysk and Taman have raised shipping costs out of Russian Black Sea ports. Combined, total Black Sea shipments in late July fell by more than 40% compared to the same period a year earlier.
Russia and Ukraine together accounted for approximately 32% of global wheat trade in the 2025/26 marketing year, with the vast majority transiting through the Black Sea. This concentration is especially significant for countries such as Egypt—the world's largest wheat importer—as well as Turkey, Indonesia, and several North African nations that rely heavily on Black Sea-origin wheat to meet domestic food needs.
As demonstrated during the 2022 crisis, Ukraine can reroute some wheat overland by truck, rail, and barge via the Danube River to Romanian ports, though at substantially higher cost. That overland route previously generated political friction with several of Ukraine's European Union neighbors—particularly Poland, Slovakia, Hungary, and Romania—as increased grain volumes depressed local prices and drove up transportation costs.
Russia's shipping alternatives are also limited in the near term. Russian ports on the Baltic and Arctic Seas are located far from major grain-producing regions and lack the grain-loading infrastructure required to handle volumes comparable to those moved through Black Sea facilities.
Continued disruptions threaten other agricultural exports as well, including Ukraine's maize and sunflower oil shipments, along with Russian fertilizer exports such as urea and other nitrogen fertilizers, phosphate, and potash. This is of particular concern given the ongoing closure of the Strait of Hormuz and Russia's significant role as a global fertilizer supplier. Reduced fertilizer availability can compound the production shortfall, as nitrogen, phosphate, and potash are essential inputs for sustaining crop yields across major growing regions.
Drought Pressures on the 2026/27 Crop
The Black Sea tensions are unfolding alongside a decline in global wheat production driven by drought. The top seven wheat exporters, which together account for roughly 84% of global supply, are collectively projected to see production fall 11% for the 2026/27 marketing year, according to U.S. Department of Agriculture (USDA) estimates. Wheat exports from this group are estimated to decline 7% from the prior year.
The United States illustrates the severity of the downturn. Total U.S. wheat production is projected to fall 26%, with exports declining nearly 15%. Persistent drought across the southern U.S. plains has reduced hard red winter (HRW) wheat output by an estimated 29%.
In Canada, wheat production is expected to decline 15%, with exports falling 8%, according to USDA. Canadian wheat plantings decreased this year as farmers shifted toward canola, attracted by comparatively favorable prices and contending with elevated fertilizer costs.
Drought and high temperatures have also diminished wheat and maize yields across the European Union. While production prospects in Ukraine and Russia appear relatively strong compared to the rest of Europe, the intensifying conflict over shipping routes raises significant uncertainty about how much of that wheat can actually reach global markets. The USDA export estimates referenced were compiled as of July 10, 2026, and do not account for the subsequent escalation in tensions.
An emerging El Niño event expected later this year is likely to further affect wheat output, primarily in the Southern Hemisphere. A Different Crisis from 2022
Global wheat prices are rising, though they remain well below the peaks reached during the first months of the Russia-Ukraine war in 2022. That earlier crisis eased relatively quickly, as prices collapsed within months following sanctions exemptions for food and fertilizer products imposed by the U.S., EU, and other nations, along with the Black Sea Grain Initiative, which permitted food exports from regional ports on both sides of the conflict.
The current situation differs in character. While the individual factors may be more modest in impact, they are more numerous and interact in complex, difficult-to-predict ways. The renewed targeting of Black Sea port facilities and grain- and fertilizer-carrying vessels threatens to constrain global supplies. Simultaneously, wheat production is contracting due to drought and reduced fertilizer availability—the latter a consequence of ongoing tensions in the Persian Gulf. Additional factors, including Ukraine's drone attacks on Russian ships in the Caspian Sea and renewed Houthi assaults on Red Sea shipping, are further amplifying price volatility.
Global wheat prices may continue to climb at an accelerated pace in the coming months if shipping disruptions persist.
