FCA Opens UK Crypto Authorization Window Ahead of 2027 Regime

The United Kingdom's Financial Conduct Authority (FCA) opened applications on Wednesday for crypto businesses seeking authorization under a new regulatory regime scheduled to take effect on Oct. 25, 2027, announcing the launch of the gateway in a press release on its official website. The move begins the formal entry process for firms seeking to operate under the new regime.

Companies intending to continue operating in the UK should submit their applications by Feb. 28, 2027. The FCA expects to issue decisions on applications received during that window before the regime comes into effect, giving firms roughly five months from the opening of the gateway to prepare their submissions.

The framework broadens the FCA's supervision of the sector beyond the anti-money laundering and financial promotion requirements that have applied to date. The regulator finalized its rules in June, including requirements covering stablecoin issuance, crypto trading platforms and market abuse. Where crypto firms previously answered to the regulator mainly on financial crime and marketing standards, the new rules extend oversight into how trading platforms and stablecoin issuers operate, placing conduct of the market itself under FCA supervision.

"The UK's new crypto regime will give consumers greater protections and firms a clear framework to operate in," said Dominic Cashman, the FCA's director of authorization.

Emma Banymandhub, CEO of payments industry trade body The Payments Association, welcomed the opening of the application window but urged businesses already registered under the money laundering regulations (MLRs) to treat the process as a fresh authorization. Existing MLR registrations will not convert into FCA authorization.

"MLR registration will not carry over, and firms should be realistic about the standards they will need to meet," she said in comments shared with Cointelegraph.

Banymandhub added that implementation would be particularly important for smaller and growing businesses as they prepare for the transition to the new framework. With decisions on applications received in the window expected before the regime takes effect, the stretch between the February deadline and the Oct. 25, 2027 start date will indicate how smoothly the sector moves from MLR registration to full authorization.
