U.S. President Donald Trump urged lawmakers on Wednesday to pass the Clarity Act and suggested the government may accumulate more bitcoin.
After meeting with crypto executives at the White House, Trump said advancing the Clarity Act would help keep the United States ahead of China.
Lawmakers had been aiming to hold a vote on the crypto market structure bill, also known as the Clarity Act, in August. A vote is now expected in September. The bill would create a framework for determining whether digital assets are securities, commodities or payment stablecoins, dividing oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission depending on how each asset is classified — a jurisdictional split that has been central to the industry's lobbying push in Washington.

“We’re ensuring that America remains the undisputed leader in not only Bitcoin and crypto, but also technologies like prediction markets, artificial intelligence and much more,” Trump said.
He added, “Now we need Congress to take the next step by passing the Clarity Act — a fair version of the Clarity Act — and this landmark structure legislation. It’s a very, very powerful structured legislation which will keep us ahead of China, and keep us ahead of everyone else.”
When asked whether the U.S. government would be accumulating bitcoin, Trump said, “It’s been talked about — it’s taken a lot of pressure off the dollar, it’s been very, very good for the dollar, and I think if [regulators] came in with recommendations, I would certainly listen.”
Last year, Trump signed an executive order establishing a strategic bitcoin reserve. The March 2025 order says the U.S. cannot sell any of the bitcoin it holds, most of which was seized in law enforcement operations, and directs agencies to pursue any additional acquisitions only through budget-neutral strategies. However, the executive order does not commit the government to buying more bitcoin outright — a gap that keeps the question of larger purchases, like the one Trump was asked about, dependent on future decisions by the administration and Congress.
Trump has recently continued to speak positively about bitcoin. Last week, in an interview with Punchbowl News, he said, “you see people paying with bitcoin and they don’t even know about cash anymore.”
Although the House of Representatives passed the Clarity Act last year, the bill has remained stalled for much of this year after disagreements between the banking lobby, lawmakers and crypto businesses over whether platforms such as Coinbase should be allowed to pay customers yield.
Some lawmakers have also tried to change the bill’s ethics language. A new bill began circulating in July that would bar government officials from promoting crypto or profiting from it.
Other lawmakers said the revised version still did not go far enough, while several pro-crypto Republicans accused Democrats of using the issue for political purposes and delaying the legislation.
The market structure bill is the second major pillar of Washington's crypto agenda, following the GENIUS Act, the stablecoin law Trump signed in July 2025 that set federal rules for payment stablecoins. Its passage in the Senate would complete the legislative framework the industry has spent years lobbying for, which is why the September vote has become a focal point for both crypto businesses and their critics.
