Trilogy Metals Inc. (NYSE American: TMQ) (TSX: TMQ) announced that the U.S. Army Corps of Engineers (USACE) has published a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for the company's Arctic Project in Alaska's Ambler Mining District. The action formally initiates environmental review under the National Environmental Policy Act (NEPA) and opens the public scoping phase.

The Arctic Project is a high-grade copper-zinc-lead-gold-silver deposit being advanced by Ambler Metals LLC, a 50/50 joint venture between Trilogy Metals and South32 Limited. The NOI marks the first key federal milestone under the coordinated federal and state permitting schedule published in July 2026. Under NEPA, an EIS assesses the potential environmental effects of a proposed action before federal decisions are issued, and the process concludes with a Record of Decision, the formal document stating the final decision. Under the approximately 29-month review timetable, the schedule targets publication of a draft EIS in October 2027 and a Record of Decision in September 2028, with remaining federal and state authorizations targeted for overall completion in November 2028.

The development signals progress toward unlocking one of the world's most prospective copper-dominant districts. Copper's conductivity underpins electrical wiring, power transmission, and construction, giving copper-dominant deposits broad industrial relevance. The Ambler Mining District hosts polymetallic volcanogenic massive sulfide (VMS) deposits containing copper, zinc, lead, gold, and silver, as well as carbonate replacement deposits with high-grade copper and cobalt mineralization. VMS deposits form through seafloor hydrothermal activity and rank among the world's principal sources of copper and zinc. Exploration has focused on the Arctic VMS deposit and the Bornite carbonate replacement deposit, both located within a land package spanning approximately 190,929 hectares (roughly 1,909 square kilometers).

Trilogy Metals holds a 50 percent interest in Ambler Metals, which in turn holds a 100 percent interest in the Upper Kobuk Mineral Projects (UKMP) in northwestern Alaska. South32, a globally diversified mining and metals company, exercised its option to form the joint venture on December 19, 2019. Ambler Metals also maintains an agreement with NANA Regional Corporation, Inc., an Alaska Native Corporation, providing a framework for exploration and potential development in cooperation with local communities.

According to the company, its vision is to develop the Ambler Mining District into a premier North American copper producer while protecting and respecting subsistence livelihoods. The initiation of the federal environmental review is a critical step in that process, as it allows for public input and a thorough assessment of potential impacts. The scoping phase now underway is the first formal window for that input, giving agencies, community members, and other stakeholders the opportunity to raise the issues and alternatives they believe the EIS should examine; further comment opportunities typically follow once the draft EIS is published.
