TOP LINE Business Development Corp. has expanded its fuel retail footprint beyond Cebu with the completion of rebranding work on five service stations in Negros Oriental, a move expected to add 600,000 liters to the company's sales volume.
The five stations — located in Dumaguete City, Sibulan, Dauin, Valencia, and San Jose — are the first outside Cebu to operate under Top Line's Light Fuels retail brand, the company said in a statement on Thursday.
The rebranding forms part of Top Line's cluster-based renovation and rebranding program, which covers stations in Cebu, Leyte, Siquijor, and Negros Oriental. The company is targeting the province as part of its broader expansion strategy for the Negros Island Region, while renovations for two more clusters in Cebu, Leyte, and Siquijor are scheduled for completion by yearend.
"This expansion is another step toward building a more accessible and customer-focused Light Fuels network across the Visayas," said Brigitte Carmel Lapasaran Lim, Top Line senior vice-president and chief operating officer. "As we enter new growth areas, our goal is to provide motorists not only with reliable fuel access, but also with convenient services that support their everyday mobility needs," she added.
The expansion builds on Top Line's 2025 acquisition of 38 fuel retail stations, a two-million-liter depot facility, and 15 fuel tanker trucks from Total Oil & Gas Resources, Inc. and Ballston Metro Corp. The company has allocated about P925 million for the acquisition and renovation of stations in Cebu and new locations as it grows the Light Fuels network across the Visayas. Top Line has also said it is preparing broader depot development projects to expand storage operations, with estimated costs of as much as P1 billion.
The latest rebranding adds to that push by extending the company’s branded network into another Visayas province, where station upgrades and expanded retail presence are part of its effort to build scale across multiple islands rather than relying on Cebu alone.
