Ripple, Clearpool, and Cicada Partners to Bring Institutional RLUSD Lending to XRP Ledger

Ripple, Clearpool, and Cicada Partners are planning to bring institutional credit to the XRP Ledger through lending denominated in RLUSD. The initiative pairs blockchain infrastructure with professional credit underwriting, giving regulated financial firms a route into real-world credit markets. It marks a notable extension for a ledger that has historically centered on payments and settlement.

Clearpool will build the lending system using its Lending Protocol and Single Asset Vault architecture. Under this design, independent credit managers can create separate markets and define their own risk terms for each lending operation. Clearpool has operated institutional credit markets on other blockchains, including Ethereum and Base, and the XRP Ledger build extends that footprint to a new network.

How the Credit Partnership Will Work

Cicada Partners will manage credit operations, including loan origination, servicing, borrower evaluation, and the setting of loan terms. The firm will also monitor conditions after issuance and brings more than $860 million in credit underwriting experience. Through its lending structure, the platform has processed over $930 million in institutional loans since 2021.

The partners intend to concentrate on corporate lending, noting that most DeFi yield is generated by trading activity rather than borrowing. According to the group, roughly 98% of DeFi yield comes from arbitrage, basis, looping, points, and liquidity mining. Their fund will provide working capital to businesses operating with stablecoins. On other blockchains, dedicated credit protocols such as Maple Finance and Centrifuge have built institutional lending markets, a segment the partnership now targets for XRP Ledger.

Ripple will participate alongside other institutions as a limited partner and will not provide any special backstop to the fund. The fund will invest in fintech firms, payment service providers, and crypto companies with stablecoin-based working capital requirements.

What Will Power Institutional Lending on XRPL

RLUSD, Ripple's dollar-based stablecoin, will serve as the underlying credit asset. Ripple launched RLUSD in December 2024, and the stablecoin is issued on both the XRP Ledger and Ethereum. Participant eligibility and asset management will rely on controls available at the XRP Ledger, including Permissioned Domains, Credentials, and Clawback, ledger features designed to support identity verification, restricted participation, and asset recoverability. The compliance emphasis comes amid a U.S. regulatory backdrop that took clearer shape with the GENIUS Act, the July 2025 federal framework for payment stablecoins.

Integration testing of the Clearpool platform will be conducted on the XRPL Devnet. The technical demonstration will cover the full lending process, from pool creation through borrowing and repayment.

Amendments to the Lending Protocol and Single Asset Vault still require community approval before they can become active on the ledger. XRP Ledger amendments must gain support from at least 80% of trusted validators for two consecutive weeks.

Recent Ripple and XRP Developments

Ripple also backed the fixCleanup3.3.0 amendment ahead of the xrpld 3.3.0 software upgrade. Voting results showed that only eight of 35 Unique Node List validators approved the amendment, well short of the 28 votes required.

In the United States, Ripple has expanded its institutional finance operations through Ripple Prime. The division recently completed an upsized $275 million private placement of senior unsecured notes to fund the effort. Proceeds are earmarked for developing clearing and financing solutions within the company's operations, and the prime brokerage operations will draw on the placement. The prime brokerage push follows Ripple's 2025 acquisition of Hidden Road, a digital-asset prime brokerage platform.

As of writing, XRP traded near $1.37 after rising 18.88% over 24 hours, while volume increased 132.74% to $9.9 billion, according to CoinMarketCap.
