The Department of Budget and Management (DBM) of the Philippines will begin implementing a centralized online system on Nov. 3 for government agencies to submit and monitor budget execution-related requests, as part of efforts to streamline government transactions and reduce paperwork. Budget execution is the stage of the government spending cycle in which agencies carry out approved allocations, so the change shifts a core administrative function from paper-based channels onto a single digital platform.
Under Circular Letter No. 2026-12, the Submission and Budget Management Information Tool will allow authorized agency personnel to file requests electronically, upload supporting documents, and monitor their processing through a unified online platform, the DBM said.
The department said the system would “improve the speed and efficiency of government transactions by streamlining the receipt, review, routing, and monitoring of agency requests and reducing unnecessary manual and physical transmission of documents.”
The platform is also expected to strengthen transparency and traceability by letting agencies track the status of their submitted requests.
Under the circular, successfully transmitted electronic requests will be considered official submissions to the DBM. Covered agencies will no longer be required to submit physical copies unless otherwise required by law, existing DBM rules, or as directed by the department. In practical terms, that makes electronic filing the default route for covered requests, with paper submissions reserved for cases where specific rules still require them.
The circular applies to national government agencies, state universities and colleges, government-owned or -controlled corporations within the DBM's coverage, and other government entities identified by the Budget department and included in the rollout.
Budget execution-related requests from local government units are excluded. These will continue to follow existing procedures through the Ugnayang Bayan Portal and the DBM's Document Management System.
The DBM will implement the system in five phases beginning Nov. 3, with subsequent rollouts scheduled for Nov. 23, Dec. 7, Dec. 21, and Jan. 11, 2027. The staggered schedule stretches the transition across roughly ten weeks, with the major departments joining in the final batch rather than at launch.
Agencies in the initial rollout include the Bangko Sentral ng Pilipinas, the Government Service Insurance System, and the Civil Aviation Authority of the Philippines. Major departments such as the Department of Public Works and Highways, the Department of Health, the Department of Education, and the Department of Agriculture are scheduled for the final rollout on Jan. 11.
The circular, dated Oct. 7 and published on the DBM website on Oct. 12, took effect immediately upon issuance, leaving the first group of covered agencies less than a month between publication and the Nov. 3 start.
