The Philippines ranked 65th out of 172 economies in Eurasia Group’s 2025 Atlas of Impunity, recording an impunity score of 44.86 out of 100.
The country’s score was above the global average of 39.05, placing it as the fifth-highest among East and Southeast Asian economies in the index. In the Atlas, the score is used as a comparative measure of how exposed a country is to conditions associated with impunity, rather than as a single-issue assessment.
The Atlas of Impunity measures a country’s degree of impunity across five dimensions: unaccountable governance, abuse of human rights, economic exploitation, conflict and violence, and environmental degradation. The multi-category structure means the ranking reflects a combination of governance, rights, economic, security, and environmental indicators.
