Rep. Mark Pocan (D-WI) said Saturday that President Donald Trump may be moving toward sending the U.S. military into another country, criticizing a new Trump administration report on Cuba as the "dumbest" rationale for such a step.

Speaking during a Saturday segment on CNN, Pocan sharply criticized a State Department report released earlier in the week that accused Cuba of promoting left-wing extremism in the United States. The report is available at

"Two-thirds of this report is about the '60s and '70s, and all of a sudden they jump to today," Pocan said. "It's so ridiculous. It's probably the dumbest report I've read in my 14 years of being here, and whoever wrote it should be embarrassed."

CNN reported that the Trump administration's continued blockade against fuel entering Cuba has contributed to trash piling up in the streets and power outages. The administration has maintained the fuel blockade against Cuba even as it ended a naval blockade against Iran.

Pocan's remarks placed the Cuba report within that broader pressure campaign, arguing that the document could serve as a political justification for escalating U.S. involvement rather than simply as a policy assessment.

Pocan described the State Department report as "fantastical" and said he believed it could be used to justify a military move.

"This report by the State Department, I think, is setting up a military action," Pocan said.

The Wisconsin Democrat told CNN that the U.S. campaign against Cuba is being driven largely by Secretary of State Marco Rubio. Pocan said Rubio may be pushing for greater U.S. military involvement in Cuba.

"We're already in a quagmire in Iran, but I think this is Marco Rubio's personal South Florida pet project," Pocan said. "He wants us to go into Cuba in a way that I don't think the American people support."
