Indian engineering conglomerate Larsen & Toubro (L&T) has secured a framework cooperation agreement (FCA) for a 2GW offshore wind programme with Germany’s transmission system operator TenneT.
L&T entered the agreement in consortium with Hitachi Energy. The framework covers six projects and future opportunities under TenneT’s 2GW HVDC programme, which is part of the grid infrastructure needed to bring offshore wind power from sea to shore.
The framework is intended to support the large-scale integration of offshore renewable energy and to accelerate Europe’s transition toward a sustainable, decarbonised clean energy future.
Under the programme, the consortium will continue work on two ongoing projects, IJmuiden Ver Alpha and Nederwiek 1 in the Netherlands. It will also begin two new projects, Nederwiek 3 in the Netherlands and LanWin 5 in Germany.
L&T described the deal as an “ultra-mega” framework agreement, a category the company uses for projects valued at more than ₹15,000 crore ($87.3m).
Together, the projects account for a cumulative transmission capacity of 8GW at 525 kV. They are designed to move renewable power generated in the Dutch and German sectors of the North Sea into the onshore power grids, underscoring the scale of offshore transmission build-out that European grid operators are pursuing as more offshore generation comes online.
Under the engineering, procurement, construction and installation scope, L&T will deliver the offshore converter platforms and related infrastructure, while Hitachi Energy will supply its HVDC Light technology for power conversion and transmission.
L&T said its offshore wind business is supported by multidisciplinary engineering expertise through its engineering centre of excellence in India and the UAE, strategic global partnerships, a robust supply chain, and modular fabrication facilities in Kattupalli.
The framework cooperation agreement comes about nine months after L&T replaced Petrofac in the HVDC offshore wind programme. TenneT terminated part of the contract linked to the UK company’s scope after Petrofac failed to meet its contractual obligations. Petrofac Limited subsequently entered administration following the contract cancellation.
