The partnership combines Euna's grants management technology with CLA's federal compliance, advisory, and Single Audit capabilities. Together, the two firms aim to help grant recipients strengthen internal controls, monitor subrecipients, maintain documentation, meet reporting requirements, and improve audit readiness. The collaboration will support a broad range of organizations, from first-time Single Audit participants to agencies addressing material weaknesses — the most severe category of internal-control deficiency auditors report — or building grants compliance programs from the ground up.

The announcement comes as public agencies manage growing volumes of federal funding amid increasingly complex requirements, limited staff, and rising expectations for accountability. Billions in grant dollars continue to move through state and local pipelines as federal oversight intensifies, while Single Audit findings related to subrecipient monitoring and internal controls persist year after year. These weaknesses can result in questioned costs, delayed reimbursements, audit findings, and fraud risk. The Single Audit Act requires organizations that spend federal awards above an annual threshold to undergo an organization-wide Single Audit — a threshold the Office of Management and Budget raised from $750,000 to $1 million for fiscal years beginning on or after October 1, 2024, in its 2024 revisions to the Uniform Guidance. Because much of this funding flows from federal agencies through state and local pass-through entities down to subrecipients, monitoring obligations extend across every layer of the funding chain. Agencies increasingly need both compliance expertise and technology that embeds those requirements into day-to-day grants administration.
