Ethereum Foundation Appoints SEAL 911 Co-Founder Pascal Caversaccio to Board

The Ethereum Foundation has appointed Pascal Caversaccio, widely known in the crypto community as pcaversaccio, to its board of directors effective July 29. The appointment carries an initial one-year voluntary term.

Caversaccio's addition brings the Foundation's governing body to four members. He joins Ethereum co-founder Vitalik Buterin, Foundation President Aya Miyaguchi, and Swiss counsel Patrick Storchenegger. The expansion signals the organization's intensified focus on privacy, security, and censorship resistance as core priorities. His appointment marks the first time the board includes a member whose primary professional reputation stems from frontline security operations and emergency incident response, complementing existing expertise in protocol design, organizational management, and Swiss legal compliance.

According to the official board update, Caversaccio is recognized as a longtime Ethereum contributor, a co-founder and lead of the emergency response initiative SEAL 911, and a member of the Foundation's Silviculture Society.

A Security and Privacy Advocate

The Ethereum Foundation describes its board as the body that sets the organization's vision and verifies that management strategies remain consistent with its core values. The Foundation also characterizes the board as a "security council" responsible for safeguarding its mission and ensuring compliance under Swiss foundation law. This terminology reflects the Foundation's internal governance philosophy rather than any distinct regulatory classification.

Caversaccio brings a dual background in technical security and privacy advocacy. He authored The Ethereum Cypherpunk Manifesto in 2024 and Ethereum Privacy: The Road to Self-Sovereignty in 2025. The Foundation also credited him with advancing security practices across the ecosystem through both technical contributions and community engagement.

Structural Context: June Reorganization

The appointment follows a broader restructuring of the Ethereum Foundation in June, which reduced its workforce by 54 people, approximately 20% of staff. The reorganization realigned operations across five functional layers: protocol, access, user, community, and institutional, supported by dedicated operations and management teams.

Under the new structure, the protocol cluster designates privacy and security as "non-negotiable protocol guarantees." Its defined scope encompasses layer-1 privacy, post-quantum security, safer protocol upgrades, reduced technical complexity, and defenses against harmful maximum extractable value (MEV) practices.

The Foundation's formal mandate places privacy and censorship resistance at the center of its mission. However, that mandate does not grant the Foundation control over the Ethereum network itself. The organization is described as one steward among many participating in Ethereum's decentralized governance.

SEAL 911's Operational Track Record

SEAL 911 operates as a free, round-the-clock emergency response service for active or imminent cryptocurrency security incidents. According to Security Alliance, the initiative has processed more than 3,300 support tickets, coordinated over 125 incident-response war rooms, and assisted in recovering more than $180 million in digital assets. These figures address a segment of the wider security challenge across the cryptocurrency industry, where hacks, smart contract exploits, and phishing operations have caused documented losses totaling billions of dollars across multiple blockchain networks in recent years.

This operational experience gives Caversaccio direct exposure to exploits, compromised wallets, protocol failures, and fund-recovery operations. The Foundation did not, however, announce any new security program, dedicated budget, or incident-response authority specifically tied to his board appointment.

The two organizations already maintain a working relationship. In February, the Ethereum Foundation sponsored a SEAL security engineer tasked with tracking and countering crypto drainers targeting Ethereum users.

In related security efforts, the Foundation has disclosed that its protocol security team employs coordinated artificial-intelligence agents to detect and verify software vulnerabilities. The team reported identifying a remotely triggered libp2p flaw — libp2p being the modular networking framework that underpins Ethereum's peer-to-peer communication layer — that was subsequently patched and disclosed as CVE-2026-34219.

Scope of the One-Year Term

The board update did not outline specific committee assignments, voting powers beyond standard board duties, or measurable objectives for Caversaccio's first year. The Foundation confirmed the role is unpaid and begins with an initial one-year term.

His primary formal responsibility remains board-level oversight. Day-to-day execution will continue under the Foundation's management team, while the board evaluates whether major strategic decisions align with the organization's mandate and Swiss legal requirements.

While the appointment may bring deeper security and privacy expertise into board-level reviews, the Foundation made no commitments regarding specific protocol changes. Initiatives involving layer-1 privacy, post-quantum protections, and transaction safety will continue to progress through researchers, core developers, and Ethereum's broader governance processes.

The Foundation has not announced a precise end date for the term or indicated whether Caversaccio may be considered for reappointment. Any extension beyond the initial year would require a subsequent board decision or public announcement.
