Key Takeaways

  • The Major Cities Chiefs Association endorsed the CLARITY Act based on its newly added law enforcement provisions for investigating financial crimes involving digital assets.
  • An updated version of the bill introduced last week bans government officials and their families from issuing or promoting cryptocurrencies, addressing ethics concerns raised by both Democrats and some Republicans.
  • The legislation previously passed the House with strong bipartisan support but has stalled throughout 2026 due to banking lobby objections over stablecoin yield provisions and calls for stronger ethics safeguards.
  • Senator Catherine Cortez Masto submitted proposed amendments to the bill developed in coordination with two law enforcement groups, which she described as improvements they felt positive about.
  • If bipartisan progress is not achieved before the August recess, the bill's timeline becomes increasingly uncertain as the fall legislative schedule typically focuses on budget and appropriations work.
Major Cities Chiefs Association Endorses CLARITY Act, Raising Pressure Ahead of August Recess

The CLARITY Act has gained another endorsement as lawmakers push to advance the long-awaited cryptocurrency regulatory bill before Congress departs for its August recess. The latest backing comes from the Major Cities Chiefs Association (MCCA), a nonprofit organization composed of police executives from the largest U.S. cities.

The MCCA announced its support on Thursday, citing the bill's strengthened provisions for combating financial crime involving digital assets. The endorsement adds law enforcement momentum to the bill as concerns about cryptocurrency's use in money laundering, ransomware payments, and other illicit finance have persisted alongside the industry's growth.

A letter from the MCCA, first shared on X by Semafor White House reporter Eleanor Mueller, explained the organization's position.

"The most recent changes to the legislation have earned MCCA's support," the letter stated. "Critically, the bill now includes a new title with additional law enforcement provisions." The organization added that the latest update "represents a meaningful step toward improving the ability of law enforcement to investigate financial crimes involving digital assets."

The endorsement follows a similar show of support last week from the National Fraternal Order of Police. Additionally, Democratic Senator Catherine Cortez Masto this week submitted suggested changes to the bill, developed in coordination with two law enforcement groups, that she described as improvements they felt "good" about.

The CLARITY Act has drawn backing from major financial institutions, lawmakers, and companies, all of which have expressed support for the latest draft. The breadth of support reflects sustained pressure on Congress to provide regulatory clarity for an industry that has operated under a patchwork of state-level rules and federal enforcement actions by the SEC and CFTC, while other jurisdictions such as the European Union have already implemented comprehensive frameworks through their MiCA regulation. However, a group of Democrats stated last week that the legislation still falls short in its current form.

Although the bill passed the House of Representatives last year with strong bipartisan support, progress has stalled for much of 2026. The banking lobby has raised concerns over stablecoin yield provisions, and some lawmakers have called for stronger ethics safeguards.

An updated version of the CLARITY Act was introduced last week to address several of these concerns. The revised bill bans government officials and their families from issuing or promoting cryptocurrencies.

Democrats — along with some Republicans — have criticized President Trump's crypto business interests, with allegations of conflicts of interest stemming from his family's earnings through meme coins and the decentralized finance protocol World Liberty Financial.

Republicans are now working to secure bipartisan support this week to move the legislation forward. If progress is not made before the August recess, the bill's timeline becomes more uncertain as the fall legislative calendar typically fills with budget and appropriations work. The CLARITY Act aims to establish a comprehensive regulatory framework for the U.S. cryptocurrency market.
