Cardano Holders Asked to Bet $5 Million on Copper Hitting a New Record

Author: Coindesk·

Key Takeaways

  • •Toto Finance is seeking 22 million ADA, roughly $5 million, from Cardano's treasury to buy and tokenize copper stored in a COMEX-approved warehouse near New Orleans, with voting closing Nov. 15.
  • •The proposal's break-even scenario requires copper to climb about 49.4%, from $6.73 to roughly $10.06 per pound, before the treasury recovers its original withdrawal.
  • •Toto could collect up to 3.36 million ADA in payments and invoice margins, about 15% of the request, while retaining commercial rights to its separately funded tokenized-copper business.
  • •The copper request would use just over half of the treasury's remaining room under a 500 million ADA withdrawal cap, after 457.4 million ADA had been spent as of Oct. 16.
  • •The ask is nearly three times the Cardano Foundation's 7.8 million ADA summit request, which failed in May with 65.21% support, short of the required two-thirds threshold.

Cardano Holders Asked to Bet $5 Million on Copper Hitting a New Record

Toto Finance wants 22 million ADA from Cardano's treasury to buy tokenized copper, and the metal would need to trade well above its all-time high for holders to get their money back

Cardano's community treasury is being asked to spend about $5 million on a copper reserve under a proposal whose costs would require the metal to rise nearly 50% before the original investment could be recovered, according to the plan's own assumptions.

Toto Finance, a company that turns physical commodities into blockchain tokens, is seeking 22 million ADA — roughly $5 million — from the treasury to buy and tokenize copper in what it calls the Cardano Strategic Copper Reserve. Voting is set to close Nov. 15, with the decision resting on Cardano's on-chain governance system, introduced in 2024, in which ADA holders and their delegated representatives vote on how the protocol's shared treasury is spent.

If the full budget is spent and ADA's dollar price remains unchanged, copper would need to climb about 49.4% for the treasury to recover its withdrawal. The proposal would also consume more than half of Cardano's remaining withdrawal allowance, while Toto could receive up to 3.36 million ADA and retain commercial rights to its separately funded tokenized-copper business.

The Proposal

Copper, nicknamed "Dr. Copper" for its role as a barometer of global growth, is widely tracked as a signal of industrial expansion, with rising prices often read as a sign of an economic boom.

About two-thirds of the requested funds would buy exchange-grade copper to be stored in a COMEX-approved warehouse near New Orleans. COMEX, the metals exchange operated by CME Group, sets the storage and quality standards copper must meet to be delivered against its futures contracts. A token called CuTT would represent each verified pound of the metal.

The copper would be held for 18 to 24 months, then sold over the following year, with net proceeds and any unused funds returned to the treasury by month 36. There is no guarantee the treasury gets its original ADA back.

The remaining third of the budget covers storage, insurance, audits, oversight and Toto's work.

The Break-Even Math

The proposal assumes copper is bought at $6.73 per pound and sold at about $10.06. Copper's market price is set on metals exchanges such as COMEX and the London Metal Exchange, where quotations move with industrial demand and mine supply. Lower spending would reduce that hurdle, while a stronger ADA would raise it.

"Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation. At that rate, copper would appreciate 69% over 24 months, potentially more than covering the 49.4% break-even threshold. Of course, commodity prices can also decline," Monty Metzger, Toto's founder and chairman, told CoinDesk in an email.

"Toto takes no profit from this proposal," Metzger added, attributing much of the additional spending to Cardano's constitutional requirements for and auditing.

The budget allocates 2.64 million ADA to Toto for technology and project management, plus a 441,732 ADA execution fee. Toto could also receive up to 278,291 ADA through a margin on third-party storage and insurance invoices, included within the operating budget. Together, those payments could reach about 3.36 million ADA — roughly 15% of the request.

What Toto Gets

Toto would retain the platform's commercial rights and the income from its separately funded CuTT business. The treasury's financial return would come from its copper sales and any unused funds.

Metzger said the company wants to scale the product to "$5 billion in tokenized copper assets" and that "Cardano could become our flagship showcase."

Tokens and Custody

The tokens would first be minted on Ethereum and locked in a bridge — software that allows matching tokens to be issued on Cardano. Bridges of this kind have historically been among crypto's most frequent targets of security exploits. The contracts and their security reviews remain future work. Metzger said trackers of tokenized real-world assets have "historically focused heavily on Ethereum-based assets."

Toto would hold legal title to the copper. Metzger said "an independent collateral agent and first-priority security arrangements" would protect the treasury in the event Toto failed, though he did not name the agent.

A Nearly Drained Treasury

The request lands with Cardano's spending room nearly used up. A 500 million ADA withdrawal cap — a guardrail meant to pace how quickly the treasury can be drawn down — runs through about July 2027, and 457.4 million ADA had been used as of Oct. 16 — meaning the copper proposal would consume just over half of the remaining allowance. Under existing rules, returning the proceeds would not replenish the cap.

In late May, the Cardano Foundation's 7.8 million ADA request for its 2026 summit won 65.21% support, short of the two-thirds required, and the event was canceled. Toto is asking for nearly three times as much.
