Bitcoin rose 2.3% on Monday to $64,282, recovering after a nearly 3% decline last week.

The rebound came as traders looked ahead to a White House meeting scheduled for Wednesday, where President Trump is expected to meet with crypto industry leaders as part of his administration’s new innovation committee. The meeting is expected to include crypto CEOs, prediction market leaders, and representatives from traditional finance and AI. It will be followed by a Thursday session at the Commodities Futures Trading Commission, the U.S. derivatives market regulator, which oversees the committee and is expected to discuss further crypto regulation.

Last week’s sell-off reflected a combination of Middle East tensions, regulatory setbacks, and news that Strategy had sold $333.7 million worth of its own shares. Strategy, the enterprise software firm formerly known as MicroStrategy, is the largest publicly listed corporate holder of Bitcoin. The company sold 3,458,866 shares between August 10 and 16, using the proceeds for dividends, share repurchases, and cash reserves.

Strategy’s Bitcoin holdings remain unchanged at 840,447 tokens, worth approximately $53.4 billion. The company’s average purchase price is $75,385 per Bitcoin.

Spot Bitcoin ETFs, which launched in the United States in January 2024 and are closely tracked as a gauge of institutional demand, recorded nearly $390 million in outflows last week, the worst weekly figure since early July, according to SoSoValue data. From August 10 to August 14 (ET), spot Bitcoin ETFs saw $390 million in net outflows, led by Fidelity’s FBTC with $153 million. Spot Ethereum ETFs recorded $2.26 million in net inflows over the same period.

Monday also brought a small positive signal from the U.S. Treasury, which sought public comment on the issuance and sale of payment stablecoins under the GENIUS Act, the federal stablecoin law signed in July. The comment process gives market participants a formal channel to weigh in on how those rules are put into practice.

Volatility Compressed to Historic Lows

Glassnode co-founder Rafael Schultze-Kraft highlighted an unusual setup in the options market, saying Bitcoin’s implied volatility had fallen to the 2nd percentile of its entire historical distribution. Glassnode’s “volatility trap” score reached 91 out of 100, its highest level in more than three and a half years.

Schultze-Kraft said implied volatility — the options market’s forecast of future price swings — is still about 1.5 times above realized volatility, the measure of price movement that has actually occurred, indicating that options traders continue to pay a sizable premium despite the subdued price action. He added that past periods of similar compression have often been followed by sharp price moves, although the data does not indicate a direction.

Key Levels Traders Are Watching

Analyst Michael van de Poppe said the $63,300 level is important. He noted that Bitcoin tested that area and was quickly bought, adding that a revisit would signal weakness. He said he expects Bitcoin to move toward $65,000 if the current recovery holds.

According to CoinGlass liquidation data, overhead liquidity sits at $64,000 and $64,700. Downside liquidity is clustered around $62,700 and $62,200. Bitcoin has traded between $62,000 and $65,000 since late July.

Analyst Ted (@TedPillows) said on X that the $72,000–$74,000 range is the key level for Bitcoin’s next major move. He wrote that if Bitcoin reclaims that range, the chances of another decline below $60,000 would fall sharply. If it fails to reclaim that range, he sees a drop below $58,000 as possible.
