Binance Begins Second Withdrawal Phase as Exchange Outflows Slow

Binance began a second phase of cryptocurrency withdrawals at 04:00 UTC on Tuesday, following last week’s $6.3 billion hack and the exchange’s initial reopening of withdrawals on Nov. 1.

The latest recovery notice said withdrawals for additional assets would resume progressively rather than all at once. Binance said each asset would be reopened after its security and readiness checks were completed, using the same approach as in the first phase. Because withdrawals stay closed for assets that have not yet cleared those checks, the pace of verification effectively sets the timetable for each token’s return to full service.

“Like phase one, reopening will roll out progressively across the assets as security and readiness checks are completed,” Binance said.

The exchange said it was prioritizing tokens for reopening based on user demand during the past week. Deposits remain available on the platform, so the phased restrictions apply only to funds moving off the exchange.

Networks included in the second phase

The blockchain networks included in the second withdrawal phase are Binance Smart Chain, Ethereum, Solana, XRP Ledger and Sui. The list also includes Arbitrum, Optimism, Tron and Base. Binance provided a list of the specific assets scheduled to become available for withdrawal on those networks.

On Monday, Binance also reopened withdrawals for several fiat currencies: the US dollar, United Arab Emirates dirham, Vietnamese dong, Philippine peso and Indonesian rupiah.

The exchange posted the following fiat withdrawal update on X:

The five newly available currencies join 23 fiat currencies that were already open for withdrawal, bringing the total to 28. Combined with the nine blockchain networks scheduled for Tuesday, the update shows the resumption now spanning both crypto networks and fiat currencies.

Binance warns of withdrawal scams

Binance separately warned users about scams connected to the phased reopening. The exchange said scammers could impersonate Binance and offer to process withdrawals faster, sell priority processing or help users claim compensation.

The exchange also warned that scammers might instruct users to transfer assets into a so-called “Binance vault.”

“Anyone promising to expedite it for a fee is scamming you,” Binance said. The message underscores that the reopening runs on Binance’s published schedule at no cost, with status updates posted through the exchange’s own X account.

Exchange outflows slow

Data from DefiLlama shows that outflows from Binance slowed after withdrawals first reopened. Outflows measure the funds users move off an exchange. Because the figures come from a third-party analytics dashboard, they offer an independent view of user activity during the recovery.

Net outflows reached $6.1 billion on Sunday, the day withdrawals initially resumed. That figure was close to the $6.3 billion lost in the hack reported the previous week.

On Monday, net outflows fell to $2.57 billion, less than half of Sunday’s total. The decline came one day before the second withdrawal phase was scheduled to begin.

As more assets clear Binance’s checks from 04:00 UTC on Tuesday, the same DefiLlama tracker provides a way to observe how outflow volumes move once withdrawal access widens.

Additional assets are set to become available progressively from 04:00 UTC on Tuesday as Binance completes its security and readiness checks.
