The Blockchain Game Alliance (BGA), Deloitte and Dubai-based free zone DMCC have launched the AI & Agentics Council, an initiative focused on creating governance standards for AI-powered agents that can own digital wallets and carry out financial transactions inside blockchain-based gaming ecosystems.

The council will operate as a dedicated department within the Blockchain Game Alliance. It was introduced with founding partners Xsolla, SKALE, The Sandbox and WAM, and is intended to develop industry-wide frameworks for governed autonomy, human accountability, model-independent infrastructure and economic systems that allow AI agents to participate alongside human players.

Council targets accountability issues in blockchain gaming

The AI & Agentics Council aims to set governance frameworks for autonomous AI agents that can hold digital wallets, execute transactions and take part in blockchain gaming economies without direct human approval for every action.

According to the founding organizations, the initiative is designed to address one of the most significant questions facing the emerging sector: who is responsible when AI agents independently execute transactions or make financial decisions. The unresolved issue of legal accountability has been viewed as a major barrier to broader institutional participation in blockchain gaming and AI-driven digital economies.

The question is especially relevant in blockchain games because in-game assets, wallets and marketplace activity can be tied to on-chain systems, where confirmed transactions may be difficult to reverse. That makes permissioning, auditability, identity and responsibility central issues for any system that allows software agents to act with economic autonomy.

Unlike traditional non-player characters (NPCs), these next-generation AI agents are designed to manage digital assets, make financial decisions and complete blockchain transactions autonomously. The council plans to define the conditions under which such agents should be allowed to operate independently, while also clarifying the responsibilities of developers, operators and other stakeholders.

Each founding partner brings expertise from a different part of the industry. Deloitte is expected to contribute governance, auditing and assurance capabilities. Xsolla brings experience in gaming payment infrastructure used by major game publishers. SKALE contributes its gas-free blockchain network designed for large-scale gaming applications, while The Sandbox provides experience from one of the largest virtual economies in the Web3 sector.

DMCC contributes regulatory and jurisdictional expertise through its specialized innovation hubs. The Dubai government-backed free zone currently operates dedicated AI, Gaming and Crypto Centers, which collectively host hundreds of companies focused on artificial intelligence, gaming, blockchain and digital assets. Its licensing framework already includes provisions related to autonomous AI agents and associated technologies.

Romanian competitive gaming platform WAM, the only founding partner from Romania, said it views AI agents not simply as enhanced gaming characters but as independent economic participants capable of interacting with digital markets and in-game financial systems. The company also said that common standards would reduce uncertainty for developers and encourage greater institutional participation.

The founding members believe standardized and interoperable governance rules could significantly lower barriers for institutional investors and large enterprises by addressing legal uncertainty around autonomous AI agents. Interoperability is a practical concern because blockchain games, wallets, marketplaces and payment systems often operate across different platforms rather than inside a single closed game environment.

The launch follows research previously published by the Blockchain Game Alliance in April through its report on agentic AI in gaming and the emerging digital economy. The study examined the technological infrastructure required for AI agents, payment systems, identity verification, regulatory considerations and operational challenges tied to autonomous economic participation.

The report also identified several technology trends converging within digital entertainment, including blockchain-based digital ownership, increasingly advanced AI reasoning capabilities and programmable payment infrastructure. It also cited the ERC-8004 identity and reputation standard as an important component of infrastructure supporting trusted AI agent interactions.

By combining governance expertise, blockchain infrastructure, payment technology and regulatory support, the AI & Agentics Council seeks to support the safe adoption of autonomous AI agents while providing regulatory clarity for broader enterprise and institutional involvement in blockchain gaming.
