Treasury proposes blocks on US investments in AI and semiconductors in certain foreign countries

The United States Treasury has proposed new rules that would block US investment in artificial intelligence projects — referred to in the proposal as "Super Intelligence" projects — as well as certain high-risk semiconductors in a group of foreign countries.

The restrictions are aimed primarily at geopolitical rival China but would now also encompass other adversaries, including Russia, Iran, North Korea and Cuba. The rules would implement the COINS Act from December 2025 and expand the Outbound Investment Security Program, which took effect in January 2025. They also build on previous restrictions on selling high-powered AI chips to China.

The US is backing up the policy with enforcement. This month, Treasury announced the first penalty under the regime — $200,000 against Amidi, LLC — for failing to report an investment made by its Chinese subsidiary in Shanghai Qiongche Intelligent Technology, an embodied AI and robotics company also known as Noematrix.

US bans DeepSeek from civilian agency IT systems

The US Department of Homeland Security (DHS) has ordered the removal of DeepSeek products from federal civilian agency IT systems. DHS warned that the use of DeepSeek by government employees and contractors could expose sensitive information to China, potentially revealing details about US citizens and federal programs, according to a public inspection filing on the Federal Register.
