Arbitrum (ARB) Freezes Binance Exploit Funds as USDG Rollout and Robinhood Chain Growth Continue
Key Takeaways
- •Paxos' Global Dollar ($USDG) went live on Arbitrum One on October 6, with integrations from protocols including Morpho, Uniswap, GMX, Kraken, and Maple Finance.
- •The Arbitrum Foundation opened a Stablecoin Growth Program backed by a 2 million $ARB reward pool, requiring participating protocols to make $USDG their primary stablecoin on Arbitrum One.
- •Arbitrum's Security Council froze 8,425 ETH and 74,559,805.2 $ARB tied to an address identified with the Binance exploit, and any further movement of the funds requires an Arbitrum DAO governance vote.
- •On November 5, Binance asked the Arbitrum DAO to return the frozen funds, with the vote process expected to take about seven weeks.
- •Robinhood Chain, built on Arbitrum technology, passed $1.07 billion in total value locked on November 4, while the $ARB token traded at $0.1674, up nearly 7% over the past day.

Arbitrum ($ARB), an Ethereum layer-2 network whose technology also powers chains such as Robinhood Chain, has had an eventful stretch since early October. The developments span the rollout of a new stablecoin, fresh protocol integrations, and an emergency freeze of funds linked to the Binance exploit, with a governance vote on those funds still to come.
Stablecoin Push and New Integrations
On October 6, Paxos' Global Dollar ($USDG) went live on Arbitrum One. The Crypto Times reported integrations from Morpho, Uniswap, GMX, Kraken and Maple Finance, among other protocols. Stablecoin supply is widely watched as a barometer of a chain's DeFi activity, since trading, lending and collateral markets all draw on that liquidity.
On October 15, the Arbitrum Foundation opened its Stablecoin Growth Program. According to DeFi Prime, the initiative targets protocols holding at least $1 million in stablecoin balances, and accepted teams must make $USDG their primary stablecoin on Arbitrum One. Phemex reported that the program carries a 2 million $ARB reward pool, with the first 10 teams to reach a 30-day average $USDG balance of $10 million each eligible for up to 200,000 $ARB. Reward pools of this kind have become a familiar competitive tool among layer-2 networks, where stablecoin balances feed the activity that generates protocol fees.
More launches followed. On October 21, Fhenix deployed its privacy layer on Arbitrum, allowing smart contracts to work with encrypted data, an emerging approach to onchain confidentiality. On October 22, @aeroxyz, the merged Aerodrome and Velodrome decentralized exchange, went live on Arbitrum and six other networks; the two venues behind the merger serve as the flagship decentralized exchanges of Base and Optimism, respectively.
Binance Exploit Freeze and Robinhood Chain Milestone
On October 30, Arbitrum's Security Council took emergency action. The council's notice said it froze 8,425 ETH and 74,559,805.2 $ARB held on Arbitrum One by an address identified with the Binance exploit, and that no other users' funds or applications were affected. The council, a body elected by the Arbitrum DAO to handle emergency interventions, carried out the transfer using a temporary upgrade to the Ethereum Inbox contract. Crypto.news reported that the funds sit in a holding address and that moving them again requires a DAO governance vote, a sequence that turns immediate emergency action into a community decision on the funds' final disposition.
On November 5, @binance asked the Arbitrum DAO to return the frozen funds. The vote process is expected to take about seven weeks, leaving ARB holders to determine where the funds go next.
Separately, on November 4, Robinhood Chain (@RobinhoodCrypto), built on Arbitrum technology, passed $1.07 billion in total value locked, a standard gauge of assets deposited across a chain's applications and a marker of how Arbitrum's stack has drawn consumer-facing chains.
$ARB, the DAO's governance token, was trading at $0.1674, up almost 7% over the past day and 3.7% on the week.
