Apple Intelligence Clears Regulatory Approval in China, With December Launch Planned
Key Takeaways
- •The Cyberspace Administration of China approved Apple Intelligence on July 15, 2026, placing it on the permitted smartphone AI list where Apple is the sole foreign provider alongside domestic firms such as Huawei and Xiaomi.
- •The Ministry of Industry and Information Technology issued a second approval on September 29, 2026, updating network access permissions for upcoming hardware including the iPhone Duo and iPhone 18 Pro.
- •Apple plans to launch the features in China in December 2026 with iOS 27.3, excluding the new Siri assistant and some creative tools with no timeline announced for their arrival.
- •Alibaba will supply generative text and image capabilities with its infrastructure processing cloud-based queries, while Baidu will power the search features within Apple Intelligence.
- •Apple reported a 24% year-on-year increase in iPhone shipments in China during the second quarter of 2026, making it the No. 2 smartphone vendor behind market leader Huawei.

Apple Intelligence has cleared regulators in China, making Apple's generative AI suite the only foreign service of its kind approved to run on iPhones in the country.
Reaching Chinese iPhones required clearing two separate regulators, each covering a different piece of the rollout.
Two Regulators, Two Approvals
The first green light from the Cyberspace Administration of China, the country's internet regulator, on July 15, 2026. With that approval, Apple Intelligence joined domestic providers such as Huawei and Xiaomi on the list of AI services permitted on smartphones in China. Apple stands as the only foreign name in that group.
A second approval followed on September 29, 2026 - roughly two and a half months later - from the Ministry of Industry and Information Technology. The MIIT sign-off updated network access permissions for upcoming hardware, including the iPhone Duo and the iPhone 18 Pro. That second filing also expanded network access to cover Apple Intelligence alongside Alibaba's AI models. Between them, the two clearances address the service itself, through the regulator's permitted list, and the network access that lets the approved hardware and the models behind it operate, through the MIIT filing.
Apple plans to launch the features in December 2026 with iOS 27.3. The rollout will exclude the new Siri AI assistant and some of the company's creative tools, and no timing has been announced for when, or whether, those pieces will follow.
Built on Local Infrastructure
Alibaba will supply the generative text and image capabilities, and its infrastructure will process cloud-based queries. Baidu will power the search features.
Why China Matters to Apple
The approvals arrive against a strong commercial backdrop. Apple reported a 24% year-on-year increase in iPhone shipments in the country during the second quarter of 2026. That growth placed the company in the No. 2 spot among smartphone vendors in China, where Huawei holds the top position. Huawei, the market leader Apple trails, also appears on the permitted AI list, placing the two smartphone rivals in the same approved group.
What It Means for Apple and Its Rivals
Without the new Siri and some creative tools, Apple Intelligence in China will arrive missing pieces that Apple has positioned as central to the experience elsewhere.
The Alibaba partnership is also notable on its own terms. Alibaba's models are now tied to the network access approval alongside Apple Intelligence, giving the Chinese firm a high-profile role inside one of the most widely used premium phones in the country. For Baidu, handling search inside Apple's AI suite offers another channel to reach iPhone users.
The MIIT update covering the iPhone Duo and the iPhone 18 Pro suggests Apple intends its next devices to ship into China with AI capabilities ready from the outset, rather than bolting them on after launch.
