近期兩次駁回中規模較大的一次發生在 6 月 23 日，當時 FMCSA 駁回了 52 人的申請，這些申請人被納入 2025 年 12 月的一項豁免請求。該請求已刊登於《聯邦公報》，機構並徵求公眾意見。

FreightWaves 檢視的過去兩年所有 FMCSA 行動均包含相同措辭，引用聯邦法律：「The physical qualification standard for drivers regarding seizures and loss of consciousness provides that a person is physically qualified to drive a commercial motor vehicle (CMV) if that person has 'no established medical history or clinical diagnosis of epilepsy or any other condition which is likely to cause the loss of consciousness or any loss of ability to control' a CMV.」依據該標準，有癲癇病史的駕駛通常不得持有商用駕照，除非取得 FMCSA 豁免；而取得豁免需要透過醫療文件證明其病情受到良好控制。
在涉及 52 人的行動中，FMCSA 表示已進行「individualized assessments of each applicant's medical information」，包括審查他們的病史。

在核准公告中，說明豁免依據的許多背景措辭與駁回公告相同。
但在 6 月 18 日的核准公告中，FMCSA 表示：「FMCSA has evaluated the eligibility of these applicants and determined that granting exemptions to these individuals would likely achieve a level of safety that is equivalent to, or greater than, the level that would be achieved by complying with」聯邦政策。
該機構並補充：「the Agency believes the drivers granted this exemption have demonstrated that they are unlikely to have a seizure and their medical condition does not pose a risk to public safety in the operation of a commercial motor vehicle.」
