由於國會目前已進入休會，CLARITY Act 可能朝三種方向發展。

第一種情境是，討論持續整個 8 月，讓白宮與國會領袖能在參院 9 月復會前敲定協議。

第二種可能是，參議員帶著經修訂的法案文字回來，內容涵蓋倫理條款、穩定幣收益與 BRCA 相關議題，再安排另一場程序性表決。

第三種情境則是進一步延宕。由於國會復會後將面對密集的立法議程與選舉造勢，若未解爭議持續存在，該案可能難以取得院會時間。9 月的議程也較為緊湊，CLARITY Act 還必須與其他立法優先事項競爭，包括通常在秋季占據院會時間的政府撥款期限。

產業持續向華府施壓
