Pro-crypto Senator Cynthia Lummis on Wednesday criticized Democrats for delaying the Clarity Act.

Speaking on the Senate floor, the Wyoming Republican pointed to the bipartisan work that has gone into the bill while questioning why it remains stalled. The debate comes at a moment when lawmakers are trying to move the measure before Congress leaves for its August recess, a deadline that has made the bill’s next steps especially important for advocates who want clearer rules for the cryptocurrency market.

“This is a very good bill: good for the country, good for consumers, and good for the people we all represent on both sides of this aisle,” Lummis said.

“And after 11 months of giving nearly everything that was asked of us, I am genuinely struggling to understand what else my colleagues across the aisle think it needs before we act.”

Major financial institutions, lawmakers and companies have supported the bill, but a group of Democrats said last week in a statement that the current version falls short.

Several lawmakers are hoping the bill will advance before Congress departs for August recess.

Despite passing the House of Representatives last year with strong bipartisan support, the Clarity Act has remained deadlocked for much of 2026, in part because the banking lobby raised concerns over stablecoin yield. An updated version of the Clarity Act was introduced last week and addressed ethics concerns by banning government officials and their families from issuing or promoting crypto.

Republicans are seeking bipartisan support for the bill this week in order to move the legislation forward. If enacted, the long-awaited measure would create a regulatory framework for the cryptocurrency market, an issue that has drawn interest from both the industry and lawmakers looking to define how digital assets should be overseen.

Lummis, a longtime supporter of the industry, has earned the nickname “Bitcoin Senator” for her pro-crypto approach on Capitol Hill.

The 71-year-old senator has said she has owned bitcoin since 2013 and has played an important role in pro-crypto legislation, including helping draft the Bitcoin Act for a Bitcoin strategic reserve and co-sponsoring the 2025 GENIUS Act to regulate stablecoins.
