ドナルド・トランプ大統領によるカナダとの貿易戦争の試みは「irrational（不合理）」だが、元副首相がニューヨーク・タイムズの寄稿で説明したところによると、その攻撃の背後には経済だけではない、より深い動機がある可能性がある。

カナダは何世紀にもわたり米国の最も近い同盟国の一つだったにもかかわらず、トランプ氏はホワイトハウスに戻って以降、同国に対して極めて敵対的な姿勢を取り続けてきた。同氏は繰り返し関税をちらつかせ、時にはカナダを新たな州として併合すべきだと示唆してきた。直近では、米国からの輸入品に対する「差別」への対応としてカナダに新たな50 percentの関税を課し、さらに最近相次いだ山火事をめぐって追加制裁も警告した。

ジャスティン・トルドー政権下で2019年から2024年までカナダ副首相を務めたクリスティア・フリーランド氏は、火曜日にThe New York Timesへ寄稿したオピニオン記事で、トランプ氏が行ってきたようにカナダをさまざまな問題の原因に仕立て上げるのは「used to be such a fantastical idea that it was a joke（あまりに荒唐無稽で、かつては冗談のような話だった）」と述べ、長寿テレビ番組South Parkの有名なネタになぞらえた。さらに、北隣との貿易関係は「very strong, and mutually beneficial（非常に強く、相互利益がある）」のだから、カナダとの貿易戦争を始めようとするのは米国にとって「truly absurd（実にばかげている）」とも述べた。

「Trump White House knows that, because commerce between the two countries is governed by a trade agreement negotiated during the first Trump administration and lauded by the president himself as 'the best trade deal ever,'」とフリーランド氏は書いた。「Even politicians who were lifelong critics of free trade and opponents of Mr. Trump’s backed the United States-Mexico-Canada Agreement.」

フリーランド氏は、表向きの強がりの下で、トランプ氏のカナダ攻撃には実際には「a clear purpose: to demonstrate who is dominant and who must submit（誰が支配者で、誰が従うべきかを示すという明確な目的）」があると論じた。実質的には、この争いはすでに統合された北米の貿易関係を背景に進んでおり、既存ルールを壊さずにどこまで対立が拡大しうるのかを見守る企業や政策担当者にとって、トランプ氏の変化する正当化理由はより大きな意味を持つことになる。

「As a U.S. counterpart told me during the U.S.M.C.A. negotiations in 2018, we are 10 times bigger than you, so we should get our way 10 times more than you do」と彼女は書いた。「The laughably flimsy, constantly changing justifications for the president’s tariffs are in fact part of the point. True power is being able to do whatever you like for whatever reason you like, or for no reason at all ... You don’t need to have attended meetings in the Oval Office or have a degree in international relations to see that this is what is going on. The president has been his usual, utterly transparent self.」

さらに彼女は後にこう付け加えた。「In other words, this isn’t about wine sales or how Canada manages its forests or reviving U.S. manufacturing. It’s about whether Canada is prepared to accept a profound change in its relationship with the United States. It’s about whether Canada is willing to go from being an ally and a partner, in a relationship governed by treaties and rules, to being a vassal, subject to Washington fiat — like the Venezuela of Delcy Rodríguez, only with snowdrifts and hockey.」
